Announcement Description

The Federal Ministry for the Environment, Nature Conservation, Nuclear Safety, and Consumer Protection (BMUV), is working closely with Thai Pollution Control Department (PCD) in implementing the project on SCP Outreach in Asia – The Next Five. This project aims at providing technical assistant to five countries to develop and implement SCP policy framework, in particular, Green Public Procurement (GPP) and Ecolabels. The project will promote sustainable consumption and production patterns, especially in the field of GPP and ecolabelling, in five Asian developing countries namely Cambodia, Lao PDR, Myanmar, Vietnam and Bhutan. Sustainable consumption and production patterns contribute to a reduction in greenhouse gas emissions as well as improved resource efficiency along the value chains. The project will adapt to the different contexts and needs of target countries and ensure that measures are in line with countries’ interests and priorities.

Regarding Output III Ecolabel, Cambodia has addressed its need for project implementation by developing the roadmap and action plan for Ecolabelling and Action Plan and capacity development, as well as awareness-raising of the stakeholder.

With this regard, SCP Outreach is to commission a National Consultant for Ecolabelling study to support the Development of Roadmap and Action Plan on Ecolabelling for Cambodia.

Responsibilities

The consultant shall be working closely with GIZ project management team both in Bangkok and in Cambodia to ensure the effectiveness and efficiency of activity implementation. Project team is responsible to provide a consultant as the following:

  • Country situation analysis report on GPP and Ecolabelling in Cambodia, and other related documents
  • Support the communication with lead partner and stakeholder in Cambodia where necessary (such as calling for the meeting/workshop, issuing the invitation letter, arranging the interview)
  • Organize virtual events in accordance to the scope and activities 1-7 of the proposed consultancy services
  • Provide comment/feedback to all reports and support to follow up all feedback from stakeholders and taskforce committee.

Requirements

Overall Qualifications and skills

  • University degree in a discipline relevant to the scope of the assignment such as University Environmental Sciences/Management/Economics, or related fields.
  • Proven understanding of issues related to SCP and ecolabelling;
  • Proven understanding of legal, institutional, and capacity framework requirements for SCP and ecolabelling,
  • Good understanding of governance mechanisms, especially in relation to ecolabelling;
  • Excellent project interpersonal and communication skills to be able to communicate convincingly with a wide range of contacts;
  • Good knowledge and experiences of Cambodia in relevant sector context is preferred.
  • Very good communication and excellent writing skills in English language.

Specific professional experience

The consultant shall have the following qualifications:

  • Working experience in ecolabelling, collecting and analysis of national data, including statistical data and data bases in the context of policy framework
  • In-depth knowledge and expertise in ecolabelling.
