Background

In January 2021, the Marine Plastic project was launched with funding support from Japan. This project has been implemented by the National Council for Sustainable Development (NCSD) and the Ministry of Environment (MoE) with technical and financial support from UNDP. The project period is 2 years and 7 months from January 2021 to August 2023.

The overall project objective is to prevent and minimize plastic waste pollution on land and in the ocean through the promotion of a 4R (Refuse, Reduce, Reuse, and Recycle) framework. To attain this objective, the project aims to achieve the following outputs.

  1. Key enabling policies and regulations developed and implemented to promote 4Rs:
  2. Improved awareness about the plastic crisis and its solutions among citizens and the private sector through environmental education and awareness-raising activities:
  3. Plastic waste reduced in target cities through education and private sector-led best practices and innovations:
  4. Priority business models for plastic recycling and alternatives supported and tested:
  5. Best practices disseminated and shared

At present, the project is in the process of developing key enabling policies and regulations to promote 4Rs. To ensure the effectiveness of the new regulations, the project has put an added focus on activities to improve awareness among stakeholders about the plastic crisis and solutions. The target stakeholders include the private sector, citizens, and civil societies.  

Thus far, under the lead of the General Directorate of Environmental Knowledge and Information (GDEKI)/MoE, the project has supported various activities such as environmental education, awareness-raising, and campaigns to inform stakeholders about the impacts of plastic waste and solutions to limit single-use plastic usage and increase the use of reusable alternatives to plastic.

Yet, there remains an acute need to further strengthen the overall communication and outreach efforts in order to improve the visibility and branding of the project and to effectively engage the target stakeholders into joint actions against plastic pollution.

This requires regular information dissemination and outreach activities through the strategic use of various communication channels such as websites, social media platforms, media, videos, information materials, and events.

Duties and Responsibilities

The main roles of the consultant are 1) to significantly increase the visibility and branding of the project, 2) to design and produce awareness-raising and communications materials to support the project outreach activities, and 3) to strategically deploy communication channels to outreach the targeted stakeholders with the ultimate objective to reduce and recycle plastic waste on the ground.

The consultant will work under the Project Management Unit (PMU) of the Marine Plastic while coordinating inputs and reviews from and provision of information materials with the GDEKI and UNDP communication team.

Competencies

  • Creative design, photo taking and editing, communication (oral and written) and presentation skills (samples of communication products should be provided. The number of social media followers should be provided if available)
  • Working knowledge of MS Office; photo and video-editing software is an asset

Required Skills and Experience

Education: 

Bachelor’s degree in any one of the fields: communications, media, journalism, digital communication or a related field.

Experience:

  • At least 2 years of proven experience in communications, outreach and campaigns
  • Robust experience in digital platforms, social media outreach, management of websites: a prior experience in web design and content production is a plus

Language Requirement: Proficient command of English and Khmer
