National Consultant to Support Waste Management

Background

The World Bank and the Global Environment Facility (GEF) are supporting the Royal Government of Cambodia (RGC) on IDA-financed and GEF-additional financed project entitled “Cambodia Sustainable Landscape and Ecotourism Project”. The project commenced on October 17, 2019, with the expected closing date on December 31, 2025.

The project is implemented by the Royal Government of Cambodia, Ministry of Environment (MoE) as the Executing Agency (EA) and as the Implementing Agency (IA) for components 1-2, and the Ministry of Rural Development (MRD) as IA for component 3. The EA and IA have established their respective Project Implementation Teams with expertise on technical, administration, environmental and social safeguards, procurement, and finance. Strategic direction and guidance for the management and operation of the project is provided by a high-level Project Steering Committee, chaired by MoE.

The Project Development Objective is to improve Protected Areas (PAs)
management, and to promote ecotourism opportunities and Non-Timber Forest Product (NTFP) value chains in the Cardamom Mountains-Tonle Sap (CMTS) landscape.

The CMTS landscape covers more than 3.8 million ha including one of the world’s most productive freshwater fisheries and the largest protected forest in the Indochina. The target area covers 7 provinces include Kampong Speu, Koh Kong, Kampong Chhnang, Pursat, Battambang, Siem Reap and Kampong Thom with 7 protected areas (PAs) – Tatai WS, Southern Cardamom Mountain NP, Central Mountain Cardamom NP, Phnom Aural WS, Phnom Samkos WS, Cardamom Biodiversity Corridor and Tonle Sap Multiple Use Area. With the GEF resource, the government is able to expand critical acitivities to PAs in the CMTS Landscape, for the sake of benefiting a number of smaller PAs nebouring and subsequently it allows the Government to look at the CMTS Landscape in a more comprehensive manner, which will allow a more comprehensive approach on law enforcement, increase community development and socio-economic benefits, and enhance biodiversity and watershed functions of the CMTS.

Objective of position

Establishment of the Community-Based Ecotourism (CBET) would require multi-prong disciplinary measures to ensure the green cover and sustainability of ecosystem in the areas. To succeed this, it would be in need of details analysis of sources creating significant impact on waste generation, collection and disposal/recycling as the inefficiencies of mechanism and measure would have adversely caused several health and environmental problems, including increasing air and water pollutions.
The consultant is therefore expected to take full responsibility to develop and implement a sound Waste Management Strategy and Action Plan in the 15 selected CBET Sites in the project target areas of Cardamom Mountains and Tonle Sap Landscape (CMTSL).

Scope of Work

Under supervision of and report to the Project Manager, the National Consultant to Support Waste Management works closely with the National Project Coordinator, all members of the project team (including in the Ministry of Rural Development (MRD)), relevant government officials, the World Bank, Private Sectors, communities and non-governmental organization (NGOs), to ensure the following tasks and deliverables are successfully achieved within the agreed timeframe.

The overall tasks of this TA will cover three main areas which include:

  1. Waste Management Coverage – focus on assessment via study and review both on the desk and field works
  2. Capacity Development works for all relevant communities in the waste management areas
  3. Coordination works among all the stockholders.

Qualifications

EducationMaster’s degree or equivalent experience in environmental
engineering, environmental science, ecological engineering or a related field
Knowledge– Good knowledge in waste management
– Understanding of best practice in waste management
Experience– At least 7-10 years of experience in waste management in
Cambodia
– At least 4 years of experience in providing technical support in waste management and disposal in sensitive areas such as in protected areas
– Experience in developing and implementing waste management strategies and action plans
– Experience in capacity building and behavioural change work
– Experience in planning and coordinating multi-stakeholder consultations
– Experience in working with and supporting government
agencies at both the national and sub-national level involved in waste management in Cambodia
Core competencies– Teamwork – proven ability to work effectively as part of the team and develop constructive working relationships with stakeholders
– Organisation – proven ability to bring a highly organised approach to complex tasks
– Problem solving – proven ability to apply practical solutions to real world problems
– Result oriented – proven ability to deliver projects on-time
– Communications – excellent skills in communication,
negotiation and documentation
– Proven ability to develop manuals and guidelines to
institutionalize best practices in waste management
– Excellent mentoring and training skills
– Ability and willingness to travel to and work in remote areas
LanguageFluency in Khmer and technical proficiency in written and spoken English.

The consultant will be selected in accordance with the Individual Consultant Selection (ICS) method set out the World Bank Procurement Regulation for Investment Project Financing (IPF) Borrowers, dated July 1, 2012, revised November 2017 and August 2018, and provisions stipulated in the financing agreement in consistency with the RGC’s Updated Standard Operating procedures (SOP) and Procurement Manual for externally financed finance project/programs (PM) , promulgated through Sub-decree 181, dated December 2019.
