Natural Resources Management Programme Coordinator

Shaping a stronger Oxfam for people living in poverty

Oxfam believe the world is rich. The main cause of poverty is injustice. We want to see a just world with no poverty. We work with all others to achieve this goal. Oxfam started to work in Cambodia since 1979 and we are continuing our activities in Cambodia by working with partners, government counterparts, education and research institutes, communities and other actors in order to improve the sustainable livelihood of Cambodia communities especially women in rural areas. Oxfam also provides support for the development and strengthening of civil society organizations in their organizational accountability, quality programming, and effectiveness.

Natural Resource Governance (NRG) programme is one of the main programme under the Oxfam in Cambodia country programme. The NRG programme aims to supportwomen and men, especially indigenous people in rural areas of Cambodia will have realized their rights to take control of and gain benefits from Cambodia’s natural resources (land, water, extractives, forest and fishery) and secure sustainable livelihoods. In order to realize the NRG programme aim, the following programme objectives have been set for the next three years:

  • Contract : Fix-Term Contract – 1 year with possible extension

The Natural Resources Management Programme Coordinator is assigned to be responsible and manage 3 projects under NRG programme include Extractive Industrusty Governance Project; People Managing Echo-system in Lower Mekong Project; and Inclusion project phase II.

To support the strategy development and implement Oxfam Program of Natural Resource Governance for Cambodia Program through leading, managing the projects in the areas of Extractive Industry Governance, Water Governance, and Renewable Energy and being an influencer and thought leader in these areas with key actors, to achieve policy, attitude and practice change towards good governance of natural resources.

Responsibilities

  • Works closely with NRG and WEE Programme Manager, Country Management Team, and other Programme Coordinators ensuring the development and implementation of programs, projects and activities that fit with the goals and objectives of NRG programme and Oxfam Country Strategy.
  • Demonstrates a strong leadership and mentoring role across all line report personnel.
  • Develop and submit regular and ad hoc project and program reports on time (narrative, financial, output tracking, assessments and evaluations).
  • Reviewing, commenting and giving feedbacks on partner reports.
  • Monitors and supports implementation of quality project activities according to schedule and budget: identifies achievements, challenges and assists in strategy development.
  • Work with Funding Lead to ensure the donor contracts and requirements are met.
  • Facilitate access of partners and others to new tools of analysis and for delivering on project NRG aims.
  • Managing all partners in Cambodia implementing the assigned projects.
  • Accurately manage the programme’s annual budget and adhere to the regular financial reporting deadlines
  • Engaging in alliance building with all key actors, campaigning and advocacy with relevant government line ministries to improve and enforce laws and policies in accordance to international principles and standards related to natural resources governance.
  • Be the focal point of Extractive Industry Governance, Water Governance, and Renewable Energy e sector within Oxfam, with relevant Oxfam’s regional programmes and beyond Oxfam.
  • Participate and contribute to fundraising activities related to NRG program.
  • Ensure implementation of Oxfam’s operational policies, procedures and guidelines (especially gender equity, and safe guarding policies) in all aspects of Oxfam’s work.
  • Perform other tasks as requested by the supervisor

Requirements

  • University degree/post graduate, preferably in development-related field.
  • Substantial knowledge about natural resources governance in Cambodia and familiarity with innovative approaches to address the related problems.
  • Experience in the area of Private Sector Engagement and Responsible Investments, preferably in the context of Asia.
  • Substantial working experience with natural resource development programmes in Cambodia.
  • Experience and skills in planning, developing, managing and monitoring development programmes/projects (including design, capacity building, partnership management, fund raising, report writing, monitoring and evaluation, knowledge management, advocacy, inter-agency networking and coordination etc.); Experience in resource management e.g. people, finances, assets.
  • Understanding of the concept and principle of business and human right and community engagement within the framework of Free, Prior and Informed Consent (FPIC);
  • Strong conceptual, analytical and strategic thinking; Ability to analyse development context and driving factors; Ability to ‘think politically’ by understanding motivations, pressures and challenges faced by different actors; Ability to influence others.
  • Good communications, presentation and facilitation skills; High level of written and spoken English and Cambodia.
  • Good computer skills (writing and spreadsheet programmes).
  • Willingness to travel to remote areas of Cambodia.
