Background

In close alignment with the United Nations Development Assistance Framework (UNDAF), the UNDP Cambodia’s country programme provides strategic direction for its People, Planet and Prosperity pillars focusing on multi-dimensional poverty and inequalities; environmental sustainability, biodiversity conservation and climate change adaptation; transition to a green, inclusive and resilient economy; and improved governance. To support Cambodia build forward better and be more resilient to shocks such as the COVID-19 global pandemic, UNDP has embarked on a number of initiatives focusing on technical advisory and other support for social protection, socio-economic and greening policies, improving digital access, etc. One of the initiatives is the DFAT-UNDP Resilience Project that aims to support Cambodia’s inclusive and sustainable growth as the country navigates evolving development challenges and uncertainties, in close collaboration with the Ministry of Economy and Finance and other partners.

Duties and Responsibilities

The Project Coordination Officer (Inclusive Growth) will work under the overall supervision of the Resilience Project Manager, and in close consultation with the National Economist. The incumbent is also expected to work closely with the socio-economic team and other team members in UNDP. The Project Coordination Officer (Inclusive Growth) will be coordinating and implementing the socio-economic policy advisory initiatives under the DFAT-UNDP Resilience Project and other similar initiatives, working closely with the government partners, especially the Ministry of Economy and Finance, development partners, private sector, CSOs, NGOs and research institutes. The position may also be required to take on other projects/initiatives within the scope of TOR depending on workload at the time. 

In this role the incumbent will be responsible for the following:

  • Coordinating and implementing the socio-economic policy advisory and other related initiatives.
  • Managing relationships, partnerships, policy advisory, and advocacy efforts.
  • Monitoring and evaluation of activities of the projects/initiatives under his/her portfolio; and
  • Facilitating knowledge management and sharing. 

Coordinating and implementing the socio-economic policy advisory and other related initiatives:

  • Develop annual work plan and budget and ensure that the proposed activities are aligned with overall project objectives, country programme and strategic plan.
  • Coordinate the execution of the work plan to achieve the targets, including working with the teams to implement and achieve the targets.
  • Monitor the implementation of the activities by partners and provide guidance and inputs to them as required.
  • Coordinate and contribute to the preparation of reports and other documents, writing up demarcated sections and editing overall to ensure structural sequencing and flow.
  • Coordinate and contribute to periodic project reporting processes by producing timely progress reports, both internal and external as per UNDP and donors’ requirements.
  • Develop term of reference for all required consultancies and personnel and participate in the recruitment processes.
  • Coordinate with different teams to prepare Letters of Agreement, Memorandum of Understanding, Low-Value Grants, etc.
  • Contribute to the preparation of Board meetings and other meetings relevant to the socio-economic policy advisory and advocacy initiatives, contribute to preparation of minutes and other documentation, and ensure that recommendations made by the Project Board are addressed.
  • Coordinate evaluations, audits and spot-checks, as needed.

Managing relationships, partnerships, policy advisory, and advocacy efforts:

  • Contribute to providing substantive inputs relating to socio-economic policy to UNDP and the project team, and to strengthen and scale up the partnership with key Government counterparts.
  • Foster/enhance collaboration with Government bodies by building synergies and complementarities with Government counterparts and national partners.
  • Contribute to seek and identify additional partnership and financing opportunities, and prepare concept notes, funding proposals, donor briefings and presentations in support of resource mobilization to advance UNDP’s and the project goals.
  • Mobilize, foster and strengthen strategic partnerships with private sector, private foundations and other multilateral and bilateral organizations to advance and support the projects’ objectives.
  • Establish strong ties to and with national programmes, and relevant sectoral strategies, priorities and plans.

Monitoring and evaluation of activities of the projects/initiatives under his/her portfolio:

  • Ensure procurement planning and implementation, and close budget and financial monitoring of all activities of the projects.
  • Set monitoring and evaluation priorities in accordance with UNDP rules and regulations.
  • Contribute to the identification and monitoring of related risks/issues facing the project.
  • Evaluate all relevant components of project deliverables, as well as final product to ensure donors’ requirements, high quality and client acceptance.

Facilitating knowledge management and sharing:

  • Ensure regular assessment of strategy, implementation, action plans identifying areas of emphasis to guide project improvements and future plans.
  • Use sound judgment in all project communication and ensure that project communication meets the needs of different audiences (government, private sector and so forth);
  • Manage stakeholder expectations and participate in communication activities to inform stakeholders of progress and issues;
  • Establish and maintain a friendly internal communication system to ensure smooth communication among and between the project partners;
  • Lead the process of knowledge creation and dissemination related to national, regional and global know-how in the areas of project focus including sustainable development;
  • Help build the knowledge base, data, and support analytics to deliver a socio-economic policy and operational case to Government;
  • Contribute to the development and maintenance of the programme knowledge networks and practices and development of knowledge products; and
  • Represent the project with donors, governments and national and international forums.

Required Skills and Experience

Education:

  • Master’s Degree in economics, development economics, public policy, social science, or related fields;
  • Bachelor’s degree in economics, development economics, public policies, social science, or related fields, with additional years of experiences.

Experience:

  • Zero year (for master’s degree) or two years (for bachelor’s degree) of professional experiences in project coordination, management and implementation of socio-economic policy advisory and related initiatives.
  • Solid experience in project management (design, implementation, coordination, monitoring and evaluation of development projects), in coordination with multi-stakeholders and in establishing relationships among governments.
  • Solid experience in undertaking socio-economic analysis, research and policy advocacy.
  • Demonstrated ability to communicate and deal effectively with partners including government, academia, civil society, private sector, UN and other development donors to address relevant issue and to ensure the greater impact of the projects/ programmes.
  • Good understanding of Cambodia’s economic growth, LDC graduation, trade competitiveness and public policy issues is an advantage.
  • Experience working and coordinating multi-stakeholder development initiatives, government counterparts, UN and/or donor agencies would be an asset;
  • Prior experience working with national and subnational government officials in the management of resources would be an advantage;
  • Familiarity with procedure of UN and various donor agencies would be an asset.

Language Requirement:

  • Working knowledge of Khmer and English (both spoken and written).
