Through the CSP, WFP promotes access to nutritious diets through home grown school feeding and improving climate smart food production and transformation capacities of small holder farming communities, whilst strengthening standards and guidelines for food transformation to satisfy the increasing demand for nutritious processed and convenient foods. WFP supports national and subnational disaster and climate change risk management and to the national strategic direction and coordination on food security, nutrition and social protection through enhanced information systems, knowledge management, and public-private and south-south partnerships. WFP also responds to the acute food security and early recovery needs of vulnerable women, men, girls and boys impacted by recurrent disasters.

BACKGROUND AND PURPOSE OF ASSIGNMENT:

Central to its Cambodia programme, WFP has been working with the Ministry of Education, Youth and Sport (MoEYS) to implement school feeding since 1999 through the provision of hot, nutritious meals in schools and cash/food scholarships to vulnerable primary and pre-primary school children. From 1999 to 2021, this social assistance programme has benefited over two million school children with much work already done to transition school feeding to a nationally managed and funded programme. The programme currently reaches over 300,000 children in Cambodia and has an increasing focus on supporting the scale up of the government’s school feeding programme.

WFP is seeking to recruit a dynamic and experienced National Programme Policy Officer for School Feeding Operations to play a key role in ensuring its school feeding programme is effective, efficient and inclusive. This position will be based in WFP’s Country Office (CO) as part of WFP’s school feeding team – whilst working across units including programme, monitoring and evaluation, nutrition, reporting and communication – as well as engaging regularly with WFP’s government and NGO partners.

Reporting Line: This position reports to WFP’s School Feeding Operations Lead, working closely across teams including field operations, monitoring and evaluation, nutrition, logistics, communications and partnerships.

Duties

  • KEY RESPONSIBILITIES (not all-inclusive, nor exhaustive):
  • Contribute towards the development of a limited number of projects, plans and processes, ensuring alignment with wider programme policies and guidance.
  • Provide project management support to specific and defined programmes and projects of small to moderate size that are relatively straight forward in nature, ensuring a coordinated approach with wider programmes that complies with WFP standards and procedures.
  • Follow data gathering and monitoring systems ensuring that rigorous quality standards are maintained.
  • Research and analyse policy and operational issues to support senior colleagues in the development of policies, programmes and activities.
  • Contribute to the preparation of accurate and timely reporting on programmes and activities that enable informed decision making and consistency of information presented to stakeholders.
  • Liaise with internal counterparts to ensure effective collaboration, monitor ongoing projects.
  • Support the identification, development and management of potential partnerships to collaborative working leading to improved food assistance packages.
  • Support the capacity building of WFP staff, partners and national government to prepare for and respond to food assistance needs, e.g., through project management support of learning initiatives.
  • Provide guidance to support staff, acting as a point of referral and assisting them with analysis and queries.

  • OTHER SPECIFIC JOB REQUIREMENTS:
  • Provide technical support to WFP staff, Government counterpart and NGO partners and closely work with them to plan, implement and track progress against objectives to ensure programme targets are on track, all stages of the project cycle are compliant with donor and WFP requirements, and ensuring achievement as of planned results.
  • Prepare timely reports and substantial data analysis for the projects from both government and NGO partners, which includes initial draft operational reports, review and provide feedback to cooperating partners, to ensure deliverables adhere to agreed standards.
  • Contribute to the preparation of key project documents, (including concept notes of project activities, project proposals, progress reports and technical reports) and support coordination and representation of the programme -including through project meetings, presentations to external and internal partners, and other relevant to advocacy for further programme investment.
  • Support the development and roll out of a capacity strengthening strategy for the national HGSF programme, including capacity strengthening mechanisms, tools and a monitoring and evaluation framework linked to all school-based food and nutrition programmes.
  • Coordinate/collaborate with MoEYS, WFP, UN and NGO partners to identify and prioritise capacity strengthening activities to be implemented at national and sub-national level based on the overall strategy, context, budgets and feasibility.
  • Support programme learning and accountability including ensuring that findings and recommendations of evaluations, studies and audits are acted up to enhance school feeding processes and results.
  • Ensure adequate reflection and integration of relevant gender considerations in all reporting and knowledge management activities.

Requirements

  • STANDARD MINIMUM QUALIFICATIONS
  • Education: Advanced University degree in International Affairs, Economics, Nutrition/Health, Education, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance.
  • Language: Fluency (level C) in English.
  • DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE
  • A minimum of 5 years of relevant experience with increasing level of responsibility.
  • Demonstrated knowledge and experience of project management, including design, planning, implementation, monitoring and reporting processes and procedures gained through technical training and/or work experiences.
  • A solid understanding of development processes and implementing programmes related to food security and nutrition, education and/or social protection.
  • Demonstrated experience in writing reports, proposals and other related documents for internal and external audiences.
  • Experience in training and coaching teams.
  • Experience with monitoring and evaluation and learning systems, tools and processes.
  • Has provided input into policy discussions and decisions.
  • Experience utilizing computers, including Microsoft Office package (e.g., Word, Excel) and other standard software packages and systems.
