GIZ is a federally owned enterprise and is supporting the German Government in achieving its objectives in the field of international cooperation for sustainable development. The GIZ-assisted project “Promotion of Competitiveness within the Framework of the Initiative for ASEAN Integration” (COMPETE), implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH on behalf of the Federal Ministry for Economic Cooperation and Development (BMZ), is seeking position as below :
Announcement Positions:
National Intern for ASEAN COMPETE
COMPETE works on two topics, Competition Policy (CP) and Trade in Services (TiS), with a view towards implementing key action lines under relevant ASEAN Strategic Action Plans, as well as promoting investment through strengthened competition regimes as well as increased trade liberalization. The objective of COMPETE is: A pro-competitive implementation of ASEAN agreements on economic integration anchored in selected ASEAN Member States in a sustainable way. The COMPETE project supports the CLV countries in improving the institutional framework for investment and competitive regulatory practice. In the closely linked areas of both competition policy and trade in services, strategy, and reference documents, as well as action plans for their implementation, will be developed at the national level. The emphasis would be placed on teaming up with countries with similar contexts and needs to ensure overall effectiveness and efficiency while respecting the “ASEAN helps ASEAN” approach. In Cambodia, the Ministry of Commerce (MoC) is the government partner of COMPETE and there are two Directorate Generals under this ministry that COMPETE works directly with: (i) for the Competition Policy: Consumer Protection, Competition and Fraud Repression Directorate-General (CCF), namely the Competition Department; and (ii) for the Trade in Services: General Department of International Trade (GDoIT), namely the Asia and Pacific Department. The intern will work to support the COMPETE project and Consumer Protection, Competition and Fraud Repression Directorate-General (CCF), particularly the Competition Department to collect and structure documents and information, as well as research documents, related to Competition policies.

Responsibilities
- Work closely with superiors of the COMPETE project and Competition Department of CCF to identify the documents and information needed in relation to competition policies;
- Work closely with the project team of the COMPETE project and the Competition Department of CCF to collect and research documents and information concerning competition policies;
- Assist the interpretation in meetings, and oral and written translation of documents as well as correspondence from Khmer-English-Khmer when is applicable.
- Maintain project records and files accessible and in good order;
- Get familiar with the Knowledge Management System (KMS) and assist the CCF Officers when requested to support in managing the CCF’s centralized databases, internal workflows, and communication tools;
- Assist the Team Leader of the ASEAN Team Cambodia of GIZ in project management as well as contribute to and promote the work of the GIZ-COMPETE project as a whole;
- Participating and preparing the training, workshop and supporting the team with logistic arrangements if needed;
- Search for related documents and regulations both online and offline and compile them in a proper arrangement upon request;
- Writing the results of the meetings and reporting to superiors; and
- Draft articles or briefs and text requested by the COMPETE project and Competition Department of CCF for uploading/posting on the CCF website and GIZ social media pages.
Requirements
- Undergraduate (at least 3rd-year bachelor student) or fresh graduate in the field of Law, Public Administration, Economics, or other relevant fields;
- Strong computer skills using Microsoft Office applications, Internet, Email, and Microsoft Access;
- Good communication skills;
- Good command of English writing and speaking;

National Intern for ASEAN PROTECT
The project “Consumer Protection in ASEAN” (PROTECT) is one among other regional projects under GIZ-ASEAN Regional Economic Integration. PROTECT strives to strengthen consumer protection systems in selected ASEAN Member States (AMS). The support provided by PROTECT covers regional dialogue and cooperation through the ASEAN Committee on Consumer Protection (ACCP) as well as the ASEAN Secretariat, along with country-specific assistance related to improving legal and institutional frameworks, dispute resolution and redress, as well as consumer education and advocacy. In Cambodia, the main project partner is the Consumer Protection, Competition and Fraud Repression Directorate-General (CCF) under the Ministry of Commerce. However, other implementation partners are also actively engaged, particularly in outreach and awareness-raising activities with the broader public. The Law on Consumer Protection was enacted in November 2019, and being the youngest consumer protection regime in ASEAN, a lot of efforts are still needed to empower consumers in the country, including making sure they are aware of their rights and possess the necessary competencies to make sound purchasing decisions. Similarly, businesses need to be educated about their obligations related to consumer protection, which includes refraining from unethical conduct toward consumers.

Responsibilities
- Liaise and enhance smooth collaboration by working closely with the PROTECT project team and Department of Consumer Protection within the Directorate-General of Consumer Protection, Competition, and Fraud Repression (CCF), Ministry of Commerce;
- Conduct research, draft letters and support the documentation, maintaining project records and CCF important files accessible for everyone in good order;
- Get familiar with the Knowledge Management System (KMS) and assist the CCF Officers to support in managing the CCF’s centralized databases, internal workflows and communication tools, especially for complaints or case handling;
- Assist the interpretation in meetings and oral and written translation of documents, as well as correspondence from Khmer-English-Khmer;
- Assist the Team Leader of the ASEAN Team Cambodia of GIZ in project management as well as contribute to and promote the work of the PROTECT project as a whole;
- Support the teams (GIZ and CCF) on the logistic arrangements and participate in meetings/training/workshops/conferences both online and offline when requested;
- Prepare meeting minutes and reports to supervisor(s) using preferred language (Khmer or English);
Requirements
- Undergraduate (at least 3rd-year bachelor student) or fresh graduate in the field of Law, Public Administration, Economics, or other relevant fields;
- Strong computer skills using Microsoft Office applications, Internet, Email, and Microsoft Access;
- Fluency in both Khmer and English (writing and speaking);
- Having basic knowledge and understanding of consumer protection concerns (issues on the ground in Cambodia);

National Intern for ASEAN SME
Small and Medium Enterprises (SMEs) are important drivers for the economies of the ASEAN Member States, and their active role is emphasized in the Blueprint for the ASEAN Economic Community (AEC) 2025. However, in the implementation, challenges were found with respect to a lack of awareness and limited information among SMEs on how to access markets and utilize opportunities for expansion both within and outside of the region. Limited information about international requirements and standards for commercial products results in difficulties in linking up with value chains in regional and international trade. This results in delayed expansion and economic growth. For this reason, efforts must be made to increase access to relevant information and networks and improve capacity to address all these aforementioned challenges. The objective of the ASEAN-SME project is “The effectiveness of promotion structures for cross-border business activities of small and medium-sized enterprises in ASEAN is improved.” In close cooperation with the ASEAN Coordinating Committee on Micro, Small and Medium Enterprises (ACCMSME), the project will support the implementation of the SAPSMED 2025 with a dual focus on improving the market access and internationalisation of SMEs, as well as enhancing the policy and regulatory environment. The regional project has defined the following output: (1) The regional cooperation model ASEAN Access is strengthened; (2) SMEs in ASEAN are prepared for internationalisation through the provision of national-level information, advice, and contact services; (3) The regional knowledge transfer/exchange of experience on future-oriented SME-relevant policy issues is strengthened.

Requirements
- Undergraduate (at least 3rd-year bachelor student) or fresh graduate in the field of Information Technology, Communication, International Relations, Economics or related fields
- Good communication (both verbal and written) in English and Khmer
- Good computer knowledge of Microsoft Office applications, Internet, Email, and Microsoft Access
- Knowledge of digital tools and design, as well as the ability to explain them to others
- Willingness to learn and attention to details
