Background

The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013, is to promote and accelerate inclusive and sustainable industrial development (ISID) member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development in the next fifteen years. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions.

Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Departments/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.

The Directorate of Digitalization, Technology and Agri-Business (DTA) coordinates and mainstreams the Fourth Industrial Revolution (4IR) in its technical cooperation, strategic, normative activities aiming at fostering inclusive and sustainable development in the era of 4IR. The Directorate creates new and innovative technical cooperation deliverables in the areas of trade, investment, technology innovation and agro-industry and agri-business. The Directorate comprises the Department of Digitalization, Technology and Innovation (DTI) and the Department of Agri-Business (AGR).

Project Context

Micro, Small and Medium Enterprises (MSMEs) and Cooperatives of agro-food and tourism sectors in Cambodia have been particularly vulnerable and inevitably severely affected by the global Covid-19 pandemic. This represents a major risk for Cambodia as MSMEs, Producer Groups and Cooperatives play a crucial part of the country’s economy, contributing to both economic and social development.

In response to the urgent need of improving resilience and supporting recovery of agro-food and tourism MSMEs in Cambodia in the midst of the Covid-19 pandemic, the United Nations Industrial Development Organization (UNIDO) initiated a project entitled Agro-Food and Tourism Enterprise Recovery (AFTER).

The Agro-Food and Tourism Enterprise Recovery (AFTER) project aims at increasing the resilience of Cambodian agro-food and tourism MSMEs in the context of Covid-19 pandemic.

The project is aligned with and will contribute to the implementation of the Programme for Country Partnership (PCP) for Cambodia, a multi-stakeholder partnership aiming not only at supporting the short-term recovery from the COVID-19 crisis, but also in efforts towards the achievement of the 2030 Agenda for Sustainable Development.

The goal of the project is to contribute to increasing the resilience of Cambodian agro-food and tourism Micro, Small and Medium Enterprises (MSMEs) in the context of COVID-19 pandemic. The expected outcome of the project is that selected Cambodian MSMEs and Cooperatives (agro-food &tourism sector) are rehabilitated and their performance and viability are enhanced through innovation.

The project pursues three outputs:
Output 1: MSMEs and Cooperatives from agro-food and tourism enhance their products and services.
Output 2: MSMEs and Cooperatives apply safety and hygiene standards and measures.
Output 3: National policies are developed to support post-Covid-19 recovery of agro-food and tourism MSMEs.

The project timeframe: December 2020 -July 2022. The project targeted locations: Phnom Penh, Kampong Chhnang, Pursat and Battambang.

Under the supervision of the UNIDO Project Manager (PM)and the guidance of the National Project Coordinator, in close collaboration with the UNIDO Country Representative in Cambodia, the Project Assistant provides support in overall project’s execution, administration, finance, logistics and communications support within the framework of “Agro-Food and Tourism Enterprise Recovery Programme (Cambodia) -AFTER”.

Her/his duties shall be performed in accordance with applicable rules and regulations of UNIDO and this Job Description.

Duties and Responsibilities

Create and maintain records (structured filing system -hard and soft copies) of all the project documents, reports, work plans, etc. to be available and accessible for the project team.

Draft replies for supervisor’s signature, keep track of pending matters and following up with deadlines.

Assist in collecting and updating data and mailing list of stakeholders, counterparts, and beneficiaries of the project.

Prepare and provide information about the project as necessary and in consultation with the National coordinator.

Support in office arrangement including projects relevant inventory and assets to ensure appropriate use.

Perform general administrative tasks such as arrangements and taking minutes for meetings (physical and virtual) and other events, reservations, budget follow-up, research for information and reference material.

Prepare requests/documents, e.g. requisitions, purchase orders, travel requests/authorizations, expenditure authorizations, visa applications, etc.
Assist in the preparation of papers and presentations by extracting/summarizing statistics and other related information; compile and organize information and reference materials from various sources for reports, meetings, etc.

Draft correspondence (both on TC-related and administrative matters); and put them into adequate style, language and format; proofread documents and edit texts for accuracy, grammar, punctuation and style in accordance with standard practices and in compliance with the UNIDO Correspondence Manual.

Assist in capturing photos, drafting contents for posts and corresponding in social media platforms such as Facebook page, etc. that are relevant to the project and donor’s visibility.

Perform any other related duties as assigned.

Minimum Organizational Requirements

Education:
Bachelor’s Degree or equivalent diploma in Business Administration, Business Development, Management, International Development, Entrepreneurship, or related discipline to the position.

Technical and Functional Experience:
• A minimum of 6years of professional experience in project execution/implementation, administrative and financial activities within the related fields of the post.

• Experience working of office procedures and practices, preferably within the UN system or in a multicultural environment, including experience in project administration, accounting and finance, providing support to managerial/professional staff and using secretarial/administrative skills to assist in the execution of project development and implementation of work.

• Experience working with and in private sector of either agro-food, agro-processors, or in tourism-related value chains a bonus.

• Experience working in international and/or public-private-partnership or multistakeholder approaches desirable.

• Proficient use of Microsoft Office (Outlook, Word, Excel and PowerPoint), internet. Experience with SAP system or similar ERP software is an asset.

Languages:
• Fluency in written and spoken English and Khmeris required.
