Background

WWF-Cambodia is part of WWF Asia Pacific Region, WWF International and has been working in Cambodia since 1990s to conserve the country’s biodiversity and build a secure and sustainable future for people and wildlife. WWF works with government, industry, and civil society partners to ensure that Cambodia’s forests, rivers and wildlife are protected and conserved for all. WWF globally works to initiate, accelerate, and sustain the transition to efficient, renewable, and sustainable energy systems all over the world. To achieve these goals, WWF-Cambodia work to redirect investment towards renewable energy, to demonstrate renewable and energy efficiency solutions in practice, to help communities and businesses access renewable energy, and to ensure sustainability and fairness of the transition.

Announcement Position

  • Position title: Project Manager, Cool and Solar
  • Reports to: Lead, Regional Energy Mekong For the Future (MFF)
  • Supervises: Project Officer for Solar and Energy Efficiency
  • Location: Phnom Penh
  • Start Date: May 2022 (1-year contract with extend; 3 Years term)

Duties and Responsibilities

A. Project management and leadership

  • Lead the project team in strategy development, planning and execution to achieve project objectives of a climate-friendly and inclusive tourism sector in Cambodia with a focus on gender
  • Supervise consultants in close consultation with relevant teams at WWF Cambodia and partners.
  • Understand deeply the context the project is operating in
  • Monitor, evaluate project results and progress and learn from and share these through communications activities and adaptive management
  • Continuously adapt strategies and activities to improve the project to achieve greater results and impact. When improvements are made to the strategy, ensure stakeholders internally and externally are on boarded with changes to strategy.

B. Relationship management and coordination

Cool and solar

  • Lead outreach and networking with tourism stakeholders (government, hotel and eco-resort operators, CBETs, solar and cooling solution providers, CBOs, NGOs)
  • Manage the partnership with the Cambodia Tourism Federation (CTF)
  • Lead outreach and networking with solar energy and energy efficiency stakeholders (e.g. solar companies, utilities, regulators)
  • Assist in organizing Stakeholder Consultation Workshops (public & private tourism sector stakeholders) at the national and provincial levels
  • Manage relationship with the WWF’s Mekong Flooded Forest (MFF) management teams

Sustainable Energy in Cambodia

  • Support partnership-building and strengthening with the Ministry of Mines and Energy (MME) including related institutions (i.e. Department for Renewable Energy, Electricité de Cambodge (EDC), Energy Authority of Cambodia (EAC), Kratie Provincial Department of Mines and Energies), Ministry of Tourism and other relevant Royal Government of Cambodia ministries and institutions to advance WWF’s sustainable energy strategy and outcomes.
  • Support sustainable energy advocacy in Cambodia, specifically on rooftop solar regulation and energy efficiency, in collaboration with the Sustainable Energy Lead and in close consultation with WWF Cambodia Office and relevant network experts.

C. Finance management, reporting and administration

  • Manage budget monitoring and management, as well as financial reporting in collaboration with the WWF Cambodia Finance Department
  • Manage project reporting, in collaboration with WWF Cambodia’s monitoring and evaluation professionals, and WWF-Switzerland
  • Ensure efficient procurement processes according to WWF procedures in cooperation with the WWF Cambodia Administration and Finance teams. Provide liaison with the administrative and logistical support to the wider energy team

D. Communication and outreach

  • Support the development of communication materials and events in collaboration with the communications team and with support from communication officers, including newsletters, social media contents, flyers, briefings, and videos.

E. Technical support to tourism actors on sustainable energy

If the candidate has a technical profile, they will be able to
– Advise tourism stakeholders of implementation of solar PV and climate-friendly cooling solutions
– Provide technical input into training design
These actions will be also implemented by the to-be-recruited Technical Officer, who will report to the project manager. Exact division of labour will depend on the profiles of the two staff members.

Requirements

Education and Experiences:

  • Master’s degree in relevant field such as engineering, economics, business, or environmental sciences.
  • At least 5 years implementing development-assistance projects
  • At least 3 years working experience on energy transition issues, Cambodia experience an advantage

Skills and Abilities

  • Ability to think strategically and creatively.
  • Sound knowledge of sustainable energy issues, including technical knowledge and past work experience on non-hydro renewables and energy efficiency.
  • Experience in multi-stakeholder partnership and relationship development, including at high-level (e.g. Secretary of States, Country Directors)
  • Strong problem solving skills needed to produce results in a challenging environment.
  • Ability to work proactively and effectively with various stakeholders and mobilize their active participation towards the project goals.
  • Ability to operate independently and with limited supervision in a fast paced environment.
  • Ability to react swiftly and in a timely fashion to opportunities to advance the project objectives.
  • Excellent interpersonal, communication and diplomatic skills with the ability to manage and interact at all levels of an international, multicultural and multilingual organization.
  • Sound knowledge of Cambodia’s political, economic and social contexts.
  • Good communication skills in both written and spoken English
