Provincial Team Lead with Fauna & Flora International, Cambodia Programme

Cambodia Programme

FFI has been working in Cambodia since 1996 to support biodiversity conservation and sustainable development. In Cambodia, FFI works with government, universities, NGOs and communities to protect a rich variety of habitats, including pristine rainforests and coastal habitats including coral reefs and seagrass meadows; and wildlife such as sea turtles, seahorses, Asian elephants, Siamese crocodiles, and yellow-cheeked crested gibbons.

Coastal & Marine Conservation Programme

Starting in 2010, FFI Cambodia’s Marine Programme supports coastal communities and the Royal Government of Cambodia through a programme of capacity building and technical support. Known locally as the Coastal & Marine Conservation Programme (CMCP), the programme’s goal is to protect marine biodiversity and strengthen the resilience of coastal ecosystems and communities in Cambodia, working with partners to establish and manage Marine Protected Areas (MPAs). Since the successful establishment of Cambodia’s first large-scale MPA in the Koh Rong Archipelago in 2016 and growing national momentum, the team and partners are replicating this model across Cambodia’s important and biodiverse coastline.

Provincial Team Lead

Start Date: as soon as possible
Duty station : Koh Kong City, with frequent travel to the field (Koh Kong Provinces) and to coastal province when required

Schedule: Full-time
Report to : Project Manager, Marine Protected Areas – Coastal & Marine Conservation, Coastal and Marine Conservation Programme

Working with:  FFI Cambodia Programme Country Director, Programme Manager, Operation and Grand Manager, Livelihood Project Manager, Coastal and Marine Conservation Programme Team, FFI Cambodia Programme Finance & Administration Department and other partners including NGOs, government, communities and corporations.

Main Duties:

The Provincial Team Lead will provide key operational and administrative support to Fauna & Flora International’s CMCP in Cambodia. The role will focus on managing operations and leading activities in Koh Kong province, with the ultimate goal of building capacity of communities and local partners for long term marine conservation and fisheries management in Cambodia. The role will require excellent organisational management, field team coordination and relationship management with government and NGO partners. This position will play a crucial role to leading and coordinating Koh Kong provincial operations and field activities management, including:

  • Manage Provincial Operations with FFI and Local Partners
  • Manage field operations in Koh Kong province
  • Support Work plan and implementation, monitoring, evaluation and reporting
  • Support SMART development and operation in Koh Kong Province
  • Community Support and Stakeholder Engagement & Coordination
  • Programme Administration

Duties

  • Manage Provincial Operations with FFI and Local Partners (40%)
  • Manage field operations in Koh Kong province
  • Leading and manage team work in Koh Kong on day-to-day project implementation
  • Support the MPA Project Manager to design and manage MPAs in Koh Kong, facilitating logistics and activities such as socioeconomic surveys, participatory mapping, and stakeholder consultations;
  • Support MPA Project Manager to develop, socialize, consult upon and obtain government approval for MPA Management Plan(s) in Koh Kong;
  • Coordinate the preparation and implementation of relevant meetings, consultations, workshops and events with the CMCP team, both for field work and partners’ visits;
  • Support provincial government officers to update CFi/ CPA Management Plans encompassing biodiversity conservation goals and aligned with MPA management plans;
  • Support Work plan and implementation, monitoring, evaluation and reporting
  • Support the development, operationalization, and tracking of quarterly and annual workplans with CMCP team and partners;
  • Prepare monthly and quarterly report and submit to MPA Project Manager;
  • Monitor project implementation and its impact on local communities, including reporting on project plans, progress and results to local stakeholders;
  • Support local NGO partners to implement project activities.
  • Support SMART development and operation in Koh Kong Province:
  • Support MPA Project Manager to set up SMART in all project sites in Koh Kong province, with regular liaison with partners and project staff in other coastal provinces;
  • Coordinate the SMART patrols planning and operation with CFis/CPAs in Koh Kong, with support of CMCP staff;
  • Provide technical support on SMART patrols to community patrol teams, fisheries officers and rangers;
  • Manage Koh Kong provincial SMART data and submit monthly SMART data to the MPA Project Manager for reporting and monitoring, and when requested.
  • Community Support and Stakeholder Engagement & Coordination (30%)
  • Coordinate and ensure the provision of adequate training to community groups on natural resource management, leadership, admin & finance;
  • Support FiA/PDoE in the coordination of monthly, quarterly, and network CFi/ CPAs meetings;
  • Support livelihoods-focused team members to design and implement livelihood initiatives with community groups, e.g. crab banks, improvement of seafood value chain, waste management, tourism, small business management;
  • Build and maintain working relationships with collaborators in marine conservation and community development, including but not limited to sub national stakeholders like provincial, district and commune authorities, and line departments PDoE, PDAFF, FiAC, local partners.
  • Coordinate regular dissemination of CMCP project and research results to project partners, especially government through reports, Provincial TWG meetings or events in the province;
  • Programme Administration (30%)
  • Support to set up the Koh Kong office, maintaining the office, and ensure compliance with FFI policies;
  • Manage CMCP field team members with the day-to-day support and support other team members for the development of field work advances and clearance;
  • Coordinate and manage CFi and CPAs monthly advances and clearances and submit all documents to Operation and Grand Manager on time;
  • Maintain a filing system on SharePoint for all relevant documents including activity reports, FiA field reports, SMART patrol data;
  • Assist with translation and interpretation between English and Khmer;
  • Support marine programme administration, ensuring marine programme operations (including field operations) comply with FFI’s systems, policies and procedures such as risk Assessments and FFI’s organizational delegation of authorities.
  • Participate in Cambodia Marine Programme team meetings, Finance & Admin team meeting and other relevant internal meetings.
  • Carry out any other tasks from time to time that may be requested by your line Manager that are in line with your skill and experiences.

Requirements

  • Degree or equivalent experience in Environmental Science, Biology, Natural Resource Management, Fisheries Management, Integrated Coastal Management, development study or a related field.
  • Proven interest in marine conservation and/or fisheries management
  • Fluent in written and spoken Khmer
  • Excellent professional proficiency in written and spoken English (high standard essential)
  • Proficiency with Microsoft Word, Excel and other MS Office products;
  • Willingness to travel to remote area regularly and by boat.
  • Knowledge of biodiversity conservation, preferably marine and/or fisheries focused, livelihood development, eco-tourism development and including fieldwork;
  • Experience in office management, people management, and administration
  • Experience delivering training and/or presenting to community groups, students, authorities
