Waste Management Advisor with GIZ Office Battambang

Background

As a service provider with worldwide operations in the fields of international cooperation for sustainable development and international education work, GIZ works with its partners to develop effective solutions that offer people better prospects and sustainably improve their living conditions. GIZ is a public-benefit federal enterprise and supports the German Government and a host of public and private sector clients in a wide variety of areas, including economic development and employment promotion, energy and the environment, and peace and security.

The Cambodian-German-Swiss Improved Service Delivery for Citizens in Cambodia (ISD) Programme, financed by the German Federal Ministry of  Economic Cooperation and Development (BMZ) and the Swiss Development Cooperation, has the following objective: Districts and municipalities in the selected partner provinces use strategies and improved processes for   service delivery in priority sectors. To achieve this objective the GIZ ISD programme has a 46 months implementation period from Mar/2022 to Dec/2025. The programme will collaborate with the Secretariat of the National Committee for Subnational Democratic Development (NCDD-S) and other cooperation partners such as line Ministries, local governments of Battambang, Siem Reap and Banteay Meanchey, the National School of Local Administration (NASLA), the Cambodia Academy of Digital Technology (CADT), etc. and non-governmental organisations in line with key strategic areas outlined in National Programme on Sub-National Democratic Development, Phase 2 (NP-2) 2021-2030.

The main areas of project’s interventions include the provision of public services in the field of health, waste management, water management and administrative services. The programme focuses furthermore on strengthening the complaint mechanism and cross-cutting topics in the field of gender and digitalisation. The project’s activities will be implemented at central level in Phnom Penh and at provincial and district administrations in the target provinces of Battambang, Siem Reap and Banteay Meanchey.

The Waste Management Advisor Battambang & Banteay Meanchey is based at the Programme office in the Provincial Administration of Battambang and will support effective and efficient planning and implementation of waste management-related Programme activities in line with GIZ policies and procedures. S/he will work closely with the waste and water management advisors for a coherent implementation implementation of activities in line with GIZ policies and procedures  as well as Capacity WORKS. S/he will advise partners in the field of waste management and in addition will travel frequently among project locations.

Responsibilities

  1. Advising the partner institutions:
  • Provides advisory services and capacity development support to relevant provincial and districts administrations and district councils in the province of Battambang & Banteay Meanchey to improve waste management;
  • Maintains regular communication with the Team leader Waste Management and the Waste Management advisors and liaises with ISD staff to ensure vertical communication and coordination;
  • Supports concept development on the legal framework for Waste Management and the drafting of relevant rules and guidelines;
  • Reviews and proposes adjustments to procedures, regulations and rules of the local waste management;
  • Advices on inter-district and inter-provincial collaboration and coordination;
  • Promotes experience- and evidence-based decision making in the implementation and further design of waste management;
  • Conceptualises, prepares and implements workshops, seminars, and other events;
  • Supports research and studies on relevant topics that will enrich enrich and benefit SWM;
  • Supports the establishment and functioning of a D&D reform steering structure to be set up by NCDD-S.
  1. Networking and Cooperation:
  • Supports coordination and cooperation with the Implementation Plan for the Social Accountability Framework (I-SAF);
  • Facilitates dialogue and cooperation among various government and non-government actors as well as citizens with regards to waste management;
  • Communicates and channels the interests of the programme with stakeholders and exchanges ideas and information for the benefit of the Programme;
  • Cooperates and coordinates closely with the other Programme advisors to collect ideas and inputs for smooth implementation.
  1. Knowledge management
  • Compiles information on his/her area of responsibility and ensures the transfer within the Programme as well as with stakeholders;
  • Prepares reports and presentation material as well as input to the various Programme reports and publications including annual reports, etc.
  1. Management and coordination tasks
  • Plans and monitors the assignment of external experts (consultants) in cooperation with the team leader and ensures that they provide cost-effective services;
  • Supports Programme implementation according to Capacity WORKS;
  • Coordinates, prioritises and implements relevant Programme activities in his/her area of responsibility with other Programme staff and in cooperation with stakeholders;
  • Actively seeks opportunities to link project activities with those of other organisations and development partners;
  • Prepares and monitors the budget for Programme activities in his/her area of responsibility and prepares the required financial documentation;
  • Organises exchange and learning events to support (peer) learning.

Qualifications and requirements

  • University / Post Graduate Degree (Masters) in Environmental Engineering, Environmental Sciences, (Public) Infrastructure Engineering, City Management, (Urban)/Spatial Planning, Geography or Architecture or comparable qualifications / degrees
  • Proven knowledge of concepts and tools for innovative waste solutions (RRR, circular economy, composting, segregation etc.)
  • At least 5 years of professional working experience in related positions
  • Excellent knowledge and experience of the Cambodian waste sector
  • Ideally: work experience with district and/or provincial administrations in Cambodia
  • Comprehensive knowledge of relevant national policies, their implementation status and the networks behind
  • Good networking, moderation and facilitation skills
  • Excellent communication skills and negotiation communication skills and negotiation experience with senior stakeholders from sub-national government, facilitating collaboration to achieve joint objectives
  • Proven ability to work in a team, also in intercultural contexts
  • Excellent verbal and written English language skills
  • Willingness to travel in Cambodia
